What are the pitfalls for indigenous production of arms for a third world country like india?
I would like to address this question to western military commentators in particular.
Points of reference in particular are the LCA project for Indian Air Force and the Arjun MBT for Indian Army both have been more or less scuttled for lucrative foreign deals with Russia for Sukhoi fighters and T 90 tanks.
It costs an awful lot of money to develop a new weapons system.Even an assault rifle ( e.g. the UK SA80).And then you dont really know how effective it will be in actual combat (reliability, training, maintenance, etc).
So , if you can by battle-proved systems(e.g. Sukhois and T90s) off-the-shelf' its probably cheaper.
On the other hand , If a war broke out between Pakistan and India ( not so unlikely) , and given that they both have Russian-built equipment , then The Russians may choose to not to re-equip either as a way of stopping the war.Or they may choose to re-equip one side only.This not being good news for the participants.
Finally , developing systems 'in-country' means that the knowledge and experience is the property of that country alone.
